How a Culture of Abuse Was Allowed to Thrive in a Federal Prison
DUBLIN, California (DAS) – A former warden at a federal prison in California has been convicted of sexually abusing three female inmates and lying to authorities. Ray J. Garcia, 55, was found guilty of multiple counts of sexual abuse and sexually abusive contact towards three inmates, as well as making false statements about his actions to government agents. Garcia and other prison staff were accused of creating a “rape club” in which crimes were committed openly. The FBI discovered naked photos of inmates on Garcia’s government-issued cellphone before he resigned in 2021. Garcia told victims he would ensure their release if they did not report his crimes, and prosecutors argued that he carried out the abuse in areas of the prison not covered by cameras. Garcia’s sentencing is scheduled for March, and his convictions carry a combined maximum of 61 years in prison.
